Notarization, Attestation, Legalization & Apostille — What's the Difference?

Most visitors — especially expats and first-time UAE residents — use these four terms interchangeably. They aren't the same thing, and the difference determines which process your document actually needs.

Notarization
The certification of a signature, document copy, or declaration by a notary public — confirming a signature was made willingly and the signer's identity was verified. In the UAE this is carried out by Dubai Courts' Notary Public Department (or the equivalent judicial department in other emirates), or by a licensed private notary for eligible document categories.
Attestation
A chain of governmental verification confirming that a document — and the signatures or seals already on it — is genuine and was properly issued. It's typically required for a document to be legally recognized in a country other than the one where it was issued, such as a foreign degree certificate being used for a UAE work permit.
Legalization
Often used interchangeably with attestation internationally. It refers to the same multi-step governmental authentication chain, culminating in acceptance by the destination country’s foreign ministry.
Apostille
A certificate issued by an authority in the country or territory where a document was issued. On its own, it does not make the document valid for use in the UAE.

Why an Apostille Alone Is Not Enough in the UAE

UAE attestation is still required on top of an apostille, so a document apostilled in, for example, the United States, the United Kingdom, or an EU country is not automatically valid here. For a document issued abroad, the full attestation chain runs: certification or attestation of the original by the relevant competent authorities where applicable (for example, signing a power of attorney before a local notary or legal authority), home-country Ministry of Foreign Affairs (or equivalent) authentication, UAE Embassy or Consulate legalization in the issuing country, and UAE Ministry of Foreign Affairs (MOFA) attestation (once the document reaches the UAE or, where the UAE mission offers MOFA’s digital attestation service, in the same application as the Embassy step) — followed, where applicable, by the relevant UAE ministry’s step (for example, equivalency by the Ministry of Education for school certificates, or recognition by the Ministry of Higher Education and Scientific Research for university degrees).

Public & Private Notary Services in Dubai

Public Notary Services

Carried out through Dubai Courts' Notary Public Department, or the equivalent judicial department in other emirates. Mandatory for certain instrument classes — real-estate powers of attorney used with the Dubai Land Department and specific company memoranda among them.

Private Notary Services

Permitted since Dubai Law No. 4 of 2013 opened limited notarial functions to licensed private-sector providers. Allows faster, more flexible scheduling — including at your own office or home — for eligible document categories, typically excluding instruments the law reserves exclusively for court notaries, real-estate powers of attorney being the most common exclusion.

Corporate Notarization

Board resolutions, shareholder resolutions, certificates of incumbency, memoranda and articles of association, and signatory changes — framed around UAE mainland, free zone (DIFC, ADGM, DMCC and others), and offshore (JAFZA, RAK ICC) entity types, since notarization requirements differ meaningfully between them.
