Courts, prosecution and police in Ajman

Ajman does not run a general court system of its own. The UAE Government portal lists it among the emirates that follow the federal judicial system, while Abu Dhabi, Dubai and Ras Al Khaimah keep independent judicial departments. For anyone with a dispute in Ajman, that points to three federal institutions: the federal courts, the federal Public Prosecution and the Ministry of Justice, which oversees courts and prosecution departments across the UAE and licenses lawyers, experts and legal translators.

The Ministry of Justice publishes English versions of judgments that show the two tiers sitting in the emirate. A case is heard first by the Ajman Federal Court of First Instance, and an appeal against its judgment goes to the Ajman Court of Appeal. At the top of the federal system is the Federal Supreme Court, which the federal portal describes as the highest judicial authority in the UAE. When you speak to a lawyer about an Ajman case, it is reasonable to ask how much of their recent work has been before these federal courts rather than the Dubai or Abu Dhabi courts.

Criminal and traffic reports are made at the police stations of Ajman Police General Headquarters. Keep the report number for your lawyer. The Report Status Inquiry service, available through the Ajman Police website and app with UAE PASS, shows where a criminal or traffic report stands and issues a Report Status Certificate. The same headquarters runs a Family Disputes Resolution service, through which members of the community can ask for a family or community dispute to be resolved amicably. Where a report is pursued as a criminal case, it moves to the federal Public Prosecution and, if charges follow, to the federal courts.

Rent and property: where Ajman has its own rules

Tenancy is the clearest case of Ajman having a forum of its own. Since 1 February 2026, rental cases go to the Rental Disputes Settlement Centre in the Emirate of Ajman, set up by Ajman Law No. (1) of 2026 to replace the disputes committee that operated under Amiri Decree No. (2) of 2017. The change was to the forum rather than the rent rules: the 2026 law expressly repealed only the decree’s articles on the old committee, Articles 15 to 19, so its rules on leases and rent still apply. The Centre’s judges are seconded from the Federal Judicial Council, and its administrative side sits within the Municipality and Planning Department.

The Centre hears every rental case about property in the emirate, including property in a free zone, unless that free zone has its own body for rental disputes. Claims for eviction, unpaid rent, damage to the property, a rent increase or reduction, urgent measures and payment orders all belong there. Finance leases, agricultural land, hotels, hotel apartments, inns and holiday homes fall outside it.

A claim is registered with the Centre’s case management office once its fee is paid. That office manages the exchange of documents and can propose an amicable settlement before the file goes to the Primary Rental Committee, where each circuit is a single judge. In a claim worth no more than AED 20,000, the Primary Rental Committee’s judgment is final, apart from narrow exceptions. Other judgments can be appealed within 15 days to the Appeal Rental Committee, which sits as three judges and whose rulings are final. The committees must decide a case within 60 days of receiving the file, a period that can be extended. The Centre works in Arabic, and a document in another language needs an Arabic translation from an accredited legal translation office.

The 2017 decree covers leased property within the city of Ajman, including property in its free zones, and any other area of the emirate the Ruler brings under it. Two of its rules shape most disputes from the start. The first is attestation: under Article 4, a lease must be written on the Municipality’s approved form, and the landlord must attest it with the Municipality within 21 days of signing, or make sure the tenant does, with every renewal treated as a new lease to be attested. Tasdeeq is the Municipality’s electronic system for this. The second is rent: under Article 6, the landlord cannot raise the rent in a signed lease for three full years from the start of the lease or the last increase. After that, an increase needs written notice delivered at least two months before the lease ends and may not exceed 20% of the current rent. Notwithstanding the three-year bar, a landlord who wants more than 20% can apply to the Centre, which replaced the decree’s committee, on grounds the decree lists, such as costly improvements or maintenance, but only once a full year has passed since the lease began or the rent last rose.

Buying property is a separate track. The Department of Land and Real Estate Regulation accepts requests to resolve real estate disputes between related parties, such as an investor and a developer, an investor and a real estate office, or two real estate offices. The request is made online with UAE PASS, backed by the sale and purchase contract and any payment receipts, and leads to settlement sessions, in person or remote, that end in a settlement decision or a statement that no settlement was reached.

What people in Ajman most often need a lawyer for

Matters people in Ajman commonly need a lawyer for include tenancy and property, family and personal status, employment and end-of-service pay, debts, and small business disagreements. Each has its own starting point, and so do the two other routes worth knowing, criminal complaints and property purchases.

Leases first. Landlords and tenants on residential or commercial leases can turn to tenancy and rental dispute lawyers. Employment disputes usually begin at the Ministry of Human Resources and Emiratisation (MOHRE). Either the worker or the employer can file a labour complaint, and the Ministry first tries to settle it amicably. Under Article 54 of Federal Decree-Law No. 33 of 2021, as amended, it can decide a claim of up to AED 50,000 itself, while a larger claim that cannot be settled must be referred to the courts. At Ajman’s Rental Disputes Settlement Centre, set up by Law No. (1) of 2026 and in force since 1 February 2026. It hears rental cases about property anywhere in the emirate, including free zones that lack their own rental body. Judgments on claims worth AED 20,000 or less are final; most others can be appealed within 15 days.

Through the Municipality and Planning Department’s electronic system, Tasdeeq. Amiri Decree No. (2) of 2017, which covers leased property in the city of Ajman and any area the Ruler adds, requires the landlord to attest the lease within 21 days of signing, or ensure the tenant does. Every renewal counts as a new lease to attest.

Under Amiri Decree No. (2) of 2017, a landlord cannot impose a rise for three full years from the lease’s start or last increase; then a rise needs at least two months’ written notice before the lease ends and may not exceed 20%.
