The UAE Government portal lists the Abu Dhabi Judicial Department (ADJD) as one of three independent local judicial departments, with jurisdiction over matters not assigned to the federal judiciary. Reorganised under Abu Dhabi Law No. 23 of 2006, ADJD runs courts of first instance and appeal in Abu Dhabi, Al Ain and the Western Region (Al Dhafra), and a Court of Cassation that sits only in the capital. Its specialised courts include the Abu Dhabi Commercial Court, a Labour Court and a Civil Family Court that Law No. 14 of 2021 on civil marriage sets up for non-Muslims, whether foreigners or UAE nationals.
Federal Decree-Law No. 34 of 2022 lets emirates with local judicial authorities regulate the legal and legal-consultation professions under their own legislation. In Abu Dhabi, ADJD’s Judicial Support Sector manages lawyers’ affairs, receives their registration applications and supervises their work; claims may be filed through law firms licensed by the Judicial Department; and a 2024 ADJD decision created two rolls of foreign lawyers admitted to the Civil Family Court.
ADGM is a different jurisdiction. A federal decree established it as a financial free zone, its Application of English Law Regulations 2015 apply English common law directly, and its own Court of First Instance and Court of Appeal hear its cases. Legal services there are a controlled activity licensed by ADGM’s Registration Authority. With Al Ain in the east and Al Dhafra in the west, a query naming either asks for a lawyer there, which a page about the capital does not answer.
